Through the Manitoba Provincial Nominee Program (MPNP), prospective immigrants with skills and experience targeted by the province of Manitoba may receive a Manitoba Provincial Nomination Certificate, which boosts their chances to become Canadian permanent residents.
Skilled Worker Stream
The Manitoba Provincial Nominee Program (MPNP) seeks recent graduates, skilled workers, business people, and their families with the intention and ability to successfully settle and economically establish themselves in Manitoba as permanent residents. Manitoba makes it easy to immigrate and settle in our province.
The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba. There are two streams:
The MPNP for Skilled Workers Overseas nominates applicants who demonstrate an established connection to Manitoba through:
the support of family members or friends;
through previous education or work experience in the province; or
through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.
In addition to demonstrating a strong connection to Manitoba, every candidate who wants to be considered under the Skilled Worker Overseas stream must score at least 60 points based on the following five factors in order to be eligible:

Language Proficiency
Education
Work Experience
Adaptability
If you do not have a connection to Manitoba, you are not eligible under this stream, regardless of your points total. International Education Stream
The new International Education Stream (IES) for Manitoba graduates is dedicated to providing international students graduating in Manitoba and meeting the needs of industry faster pathways to the nomination.
The Career Employment Pathway provides faster nomination pathways for post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation consistent with their training. If you meet these conditions, you will be eligible to apply to the MPNP immediately after graduating and obtaining the job offer.
The Graduate Internship Pathway provides faster nomination pathways for international student master and doctoral graduates through internships contributing to industry innovation in Manitoba. Graduates who complete an Accelerate or Elevate internship with Mitacs in Manitoba can apply to the MPNP immediately after graduation, whether or not they have a job offer.
The International Student Entrepreneur Pilot will provide up to 20 (per calendar year) international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment. Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.
NOTE: Attending an information session is requiredbefore you submit an Expression of Interest to the MPNP. Interested candidates should email immigratemanitoba@gov.mb.ca to register for an information session.
Note: If you are an international student who graduated in another province of Canada, you will not be eligible under this stream but may be eligible under the renewed Skilled Worker in Manitoba Stream.
Business Investor Stream
The renewed Business Investor Stream will replace the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.
There are two pathways:
The Entrepreneur Pathway for applicants seeking to open a business in Manitoba; and
The Farm Investor Pathway for those intending to establish and operate a farm operation in rural Manitoba.

Immigration through the MPNP for Skilled Workers in Manitoba is a three-step process:
Who cannot apply to the Manitoba Provincial Nominee Program?
The following are not eligible to submit an application to the MPNP:
Refugee claimants, or individuals involved in a federal appeal or removal process
Live-in Caregivers currently living in Canada
Temporary foreign workers currently working and residing in a province other than Manitoba
Spouses of Canadian citizens or permanent residents
Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada. Note: an Express Entry profile is not considered an immigration application.
The Federal Express Entry System
Candidates who have created a profile in the federal Express Entry system AND have also applied for and received a nomination from MPNP, are awarded an additional 600 points toward their Comprehensive Ranking System (CRS) score at the federal level, on top of the points that they have in the federal Express Entry pool. The additional 600 CRS points virtually guarantee that the candidate will also receive an invitation to apply for Canadian permanent residence under the federal Express Entry system.
The Canadian federal government and the provincial and territorial governments regularly draw candidates from the federal Express Entry pool to issue Invitations to Apply (ITA) for Canadian permanent residence, based on the particular needs and shortages in the country or provinces.
In order to enter the federal Express Entry pool, candidates must first create an Express Entry profile. You must meet the eligibility requirements for one of the three federal government programs: the Federal Skilled Worker Class; the Federal Skilled Trades Class; and the Canadian Experience Class. A job offer is not required to enter or be selected from the Express Entry pool although additional CRS points are awarded to those who already have a job.
Based on the information you entered in your federal Express Entry profile you will be given a Comprehensive Ranking System (CRS) score and placed into a pool of candidates ranked by their CRS score. Your CRS is a numerical value, out of a possible 1,200, determined by your core human capital. This is essentially your age, work experience, educational background, ability to adapt, and language skills.
A limited number of candidates with the highest CRS points in the pool are issued Invitations to Apply (ITAs) for Canadian permanent residence through regular federal Express Entry draws which typically take place every two weeks. Nomination under a provincial program like MPNP gives a candidate in the federal Express Entry pool an additional 600 points which effectively guarantees that they will be invited to apply for PR.
